Actually, you might have legitimately had the right score. That is the proper path to get about 400 francs.One player has to get: a) the coilery, b) the shipping yard. c) about 4 ships. Realistically, you have to get them as early as possible.
Then, that player needs to be hitting the coilery every second turn. (because it takes one turn to get your piece off the coilery.) You can start shipping as soon as possible to start buying your ships if need be.
It also requires the other player to not get in the way of your big coilery rush.
You can probably ignore the amount of loans you take until you get about 10 of them. Realistically, I don't even think about feeding my people at the early part of the game.
This strategy is working almost too well and is making me start to think that Le Havre may in fact be broken as there is one clear path of scoring a bunch of points that nothing else can keep up with.
