Buildings #12 and #17 are Wharves. Wharf #12 is used in every game, regardless of player count. It has a tick on its back for all player counts.Its orange background indicates that it is used to build something. The Building Firms (B1 and B2), the Construction Firm (B3) and the Sawmill (#02) also have a special background.
