From my limited experience, I would say that's true. When everyone is playing well, the buildings are built more quickly, so you are more likely to have access to any particular one when it would be most helpful to you.

To the OP, I would suggest trying to acquire buildings with some synergies. For example, last game I was able to get my hands on the Colliery, Cokery, and Steel Mill, so I won by gobbling up all the Steel ships. I've never come close to breaking 300 pts, though, so I'm probably not the best coach.
