I think this is an unreasonable interpretation of the building. When you use the Courthouse with six loans, you don't get to discard two loans and then apply the affect of the building again to discard another two loans. Unless there is an arrow on the card without a number above it (i.e. Charcoal Kiln) all actions are limited.↧
