I find the Business Office most useful for getting the one steel to grab the Bank. It normally catches everyone else off-guard, and the Bank has been my lever to victory more than once.For steel ships, I prefer the Steel Mill (or the Steelworks, should that special building show up). I find that getting only one steel ship is never enough.
But your strategy is sound if you only want the one steel ship and are not in a position to benefit from the Bank.
