When the rule book doesn't explicitly say to leave it the interpretation is left open. For me I assumed if the worker wasn't used to go to the building he was thematically picking up the items from the offer. We would leave the worker on the building the whole round thus, he still blocked the building's use, but on the next turn I would put him on a new building or to my buttery if I took from the offer.
