I don't believe that it's so much of a big deal. They will all be face up after the first turn and stay where they lay for the rest of the game.IMHO, if it really concerns you, keep them in a stack near the board during the game setup and when someone's ship hits that spot, put the tile down. That way no one knows which tile is which and everyone is happy. :D
