Just to see how this works, I pulled out Le Havre and did some calculations. In a 3P game there are 308 points for buildings, 120 for ships, and 102 for Luxury Liners, a total of 530.The total shipping capacity in the game is 43. If each ship is used three times, and if the average good shipped is three francs (coke and steel balanced by the odd hides or brick), then there is 43x3x3 in shipping points, or 387. Add that to the 530 for buildings and ships and you get 917.
With bank and town hall bonuses, and special building effects, you might push the total possible to about 1000. That's about the maximum. So scoring about 330 in a 3P game is pretty much a sure victory.
That's just theory, of course. But if 1000 is the maximum, then 750 would represent a good group score, at which point 250+ probably wins you the game.
I'd like to see this theory backed up by some experiential reports.
