It's not. It only appears that way because you've played the game once. Feeding your people is trivial in Le Havre past round 3 or so, and that should be true of every experienced player (not just some runaway leader). The only impact it should have on your game is in diversifying your starts.

This is in contrast to something like Agricola where feeding your people is a constant resource sink, and it's typically a late game achievement to break free of that (if you do at all).
