It might seem kind of petty, but if you own both wharfs, you are guaranteed to get paid every time someone builds a ship. Conversely, if somebody has a choice, they will usually pay the person who they think is not in the lead. Similarly, when you want to build without paying the entry fee, its difficult to be blocked out of both wharfs. Certainly not a crucial strategy and it depends on what else is available, but there are occasions where I will take the second wharf over another building if the opportunity is there.
