When you build a building, you can only build one from the top row of the board. You pay the resources indicated and construct it. You now own it.
When you buy a building, you pay the francs cost of either the top row building or one owned by the city. You take the building and are now the owner.
To enter a building is a free action, done on your turn. You move your worker disc to a building you own, or another player owns, or the city owns, and you pay the cost (if any) to take produce or take the benefits of the building. You cannot enter buildings that are on the board/offer row because they haven't been built/bought yet.
Depending on the situation in the game, you'll have resources or money to acquire buildings. The trick is to know when to do which (since francs are worth VPs).
