There are 46 orange-background, Special Building cards. Grand Hameau originally was a set of 30 cards so there are 16 extra cards past the Grand Hameau.Edit: not counting the 4 extra blank Special Building cards. Those have an orange background as well.
I don't see anything that identifies which cards are the promo cards but if someone has a list of the original Grand Hameau cards, then I can tell...
