Unless you play Le Havre so many times that you get bored of seeing the special buildings that come with the base game, there isn't really any reason to get it just for the expansion.
I think I am right in saying the base game has 36 special buildings and the expansions come to a total of 46 special buildings, so if that is not considered "that many", it is still at least "quite a few".
I agree entirely that you only see a few special buildings each time so would need to play a lot before you need the expansion buildings for variety.
Given how often the length of the game allows me time to play it, I can see I probably won't ever get bored of the base game buildings. For me though that misses the point, I want the expansion buildings just because they are there.
For example, I have saw this special building when I was flicking through and would love to grab it, but realise it could be some time ... Worker's Cottages
