I don't own the Essen Promos, but they are playable if you download the java version of Le Havre available here on BGG. So you can download the app and try the cards yourself if you want. Similarly, since the images are available, there is nothing stopping you from printing a copy for your own use.I don't find them to be particularly attractive buildings to use. That isn't to say they are bad buildings but, like most special buildings, you need to have the right situation come up for them to be useful. I certainly don't miss not having them in my physical copy of the game.
