There is no choice involved in taking loans, only enough to cover your feeding shortfall (or if you can't pay interest on existing loans).We use a variant where interest increases each time you take out more loans than players, i.e. in a 3p game interest rate is 2 when you have 4 loans 3 with 7 etc
