The game will allow you to use as many ships as you wish. However, there is a new bug where you must pay the exact cost when not using all of your ships. This will most commonly appear when trying to use a single coke to ship with three out of four ships.
I can't believe it hasn't been fixed. I reported it, and it was acknowledged by the developer on July 12. Keep in mind, this was after we had already waited two weeks for the previous shipping bug to be fixed.
